二、案例概述：

3、進(jìn)口類型：南昌萬達(dá)文化旅游城與北京某公司拼機(jī)，由郵政航空承接此次包機(jī)從日本包機(jī)進(jìn)口十頭海豚（南昌六頭、北京四頭），南昌海關(guān)第一次操作此類大型活體動(dòng)物進(jìn)口。

II. Case overview:

3. Type of import: Nanchang Wanda cultural tourism city and a company in Beijing compete. Postal aviation undertakes the charter flight to import ten dolphins (six in Nanchang and four in Beijing) from Japan. Nanchang customs operates the import of such large living animals for the first time.

4、運(yùn)輸航線：日本大阪——南昌（昌北機(jī)場）——北京（北京關(guān)區(qū)）根據(jù)海關(guān)倉單管理，如果航線為日本大阪-北京-南昌方可操作，因?yàn)?/span>4、遇到問題：

（1）南昌（昌北機(jī)場）不屬于一類口岸，無法轉(zhuǎn)關(guān)至北京（北京關(guān)區(qū)），南昌飛北京就屬內(nèi)陸運(yùn)輸，但商檢規(guī)定海豚是屬于進(jìn)口法檢，如屬內(nèi)陸運(yùn)輸商檢必須在南昌完成十頭海豚檢驗(yàn)檢疫，北京的四頭也必須在南昌報(bào)關(guān)。

（2）北京四頭海豚已在北京辦理的通關(guān)單，但北京通關(guān)單是不能用在南昌報(bào)關(guān)的。

（3） 當(dāng)時(shí)航線已審批一條航線，由于海關(guān)與商檢的各種規(guī)定受限，無法操作，要想完成此次任務(wù)只能重新審批兩條航線，動(dòng)用兩架飛機(jī)，企業(yè)所有的成本將成倍。

If it is an inland transportation commodity inspection, ten dolphins must be inspected and quarantined in Nanchang, and four of Beijing must also be declared in Nanchang.
(2) The customs clearance of four dolphins in Beijing has been handled in Beijing, but the Beijing customs clearance can not be used for customs declaration in Nanchang.
(3) At that time, one route had been approved. Due to the restrictions of various regulations of customs and commodity inspection, it was impossible to operate. To complete this task, only two routes could be approved again, and two airplanes could be used. All costs of the enterprise would be multiplied.

三、應(yīng)對(duì)策略：

（1）海關(guān)：從日本起飛開兩個(gè)提單，分別是日本大阪-南昌（昌北機(jī)場），日本大阪-北京（北京關(guān)區(qū)），由南昌海關(guān)及北京海關(guān)分別核注，分別報(bào)關(guān)，成功完成了從二類口岸經(jīng)停的首例。

（2）商檢：南昌商檢只檢疫南昌的六頭海豚，北京的四頭海豚不下機(jī)，只做海豚加水與機(jī)艙的部分消毒處理。

（3）地面操作：運(yùn)輸汽車直接開到飛機(jī)艙位操作，裝車，加水縮短了整體作業(yè)時(shí)間。

III.Countermeasures:
(1) Customs: two bills of lading are issued from Japan, namely, Osaka Nanchang (Changbei Airport) and Osaka Beijing (Beijing customs area). Nanchang customs and Beijing Customs respectively check and annotate and declare customs respectively, successfully completing the first case of stopping from class II ports.
(2) Commodity inspection: Nanchang commodity inspection only quarantine six dolphins in Nanchang, four dolphins in Beijing do not get off the plane, only do dolphin water and part of the cabin disinfection.
(3) Ground operation: the whole operation time is shortened by driving the transport vehicle directly to the cabin, loading and adding water.

四、總結(jié)：

我司根據(jù)企業(yè)的實(shí)際情況，積極與海關(guān)、商檢溝通，提出了從未操作的方案，得到了海關(guān)總署、南昌海關(guān)、南昌商檢局的大力支持，既做到了十頭海豚零死亡，又給企業(yè)大大的縮減了成本，完成了兩個(gè)口岸、一架包機(jī)的成功案例。

IV. Summary:
According to the actual situation of the enterprise, our company actively communicated with the customs and commodity inspection, put forward the scheme of never operating, which was strongly supported by the General Administration of customs, Nanchang customs and Nanchang Commodity Inspection Bureau. It not only achieved zero death of ten dolphins, but also greatly reduced the cost of the enterprise, and completed the successful cases of two ports and one charter plane.
