寵物入境程序
海關(guān)總署2019年第5號(hào)公告《關(guān)于進(jìn)一步規(guī)范攜帶寵物入境檢疫監(jiān)管工作的公告》將于今年5月1日起正式施行。關(guān)于進(jìn)一步規(guī)范攜帶寵物入境檢疫監(jiān)管工作的公告。 具體解讀如下
General Administration of Customs Announcement No. 5 of 2019 on Further Regulating entry quarantine and supervision of pets will come into force on May 1 this year. Announcement on further regulating the entry quarantine and supervision of pets. The specific interpretation is as follows
一、攜帶入境的活動(dòng)物僅限犬或者貓（以下稱“寵物”），并且每人每次限帶1只。攜帶寵物入境的，攜帶人應(yīng)當(dāng)向海關(guān)提供輸出國(guó)家或者地區(qū)官方動(dòng)物檢疫機(jī)構(gòu)出具的有效檢疫證書和狂犬病疫苗接種證書。寵物應(yīng)當(dāng)具有電子芯片。
1. Only dogs or cats (hereinafter referred to as "pets") are allowed to carry the inbound moving objects, and each person is limited to one at a time. If a pet is brought into China, the carrier shall provide the customs with a valid quarantine certificate and rabies vaccination certificate issued by the official animal quarantine organ of the exporting country or region. Pets should have electronic chips.

狂犬病疫苗接種證書（Rabies vaccination certificate）如下；
二、攜帶入境的寵物應(yīng)在海關(guān)指定的隔離場(chǎng)隔離檢疫30天（截留期限計(jì)入在內(nèi)）。需隔離檢疫的寵物應(yīng)當(dāng)從建設(shè)有隔離檢疫設(shè)施的口岸入境。海關(guān)對(duì)隔離檢疫的寵物實(shí)行監(jiān)督檢查。海關(guān)按照指定國(guó)家或地區(qū)和非指定國(guó)家或地區(qū)對(duì)攜帶入境的寵物實(shí)施分類管理，具有以下情形的寵物免于隔離檢疫：
2. Pets brought into China shall be quarantined at the quarantine site designated by the Customs for 30 days (including the retention period). Pets that need to be quarantined shall enter the country from ports with quarantine facilities. The customs shall supervise and inspect the pets in quarantine. According to the designated countries or regions and non designated countries or regions, the customs shall implement classified management on pets brought into China, and pets with the following circumstances shall be exempted from quarantine:
（一）來(lái)自指定國(guó)家或者地區(qū)攜帶入境的寵物，具有有效電子芯片，經(jīng)現(xiàn)場(chǎng)檢疫合格的；
(1) pets brought into China from designated countries or regions that have effective electronic chips and pass on-site quarantine;
指定國(guó)家或地區(qū)包括新西蘭、澳大利亞、斐濟(jì)、法屬波利尼西亞、美國(guó)夏威夷、美國(guó)關(guān)島、牙買加、冰島、英國(guó)、愛(ài)爾蘭、列支敦士登、塞浦路斯、葡萄牙、瑞典、瑞士、日本、新加坡、中國(guó)香港、中國(guó)澳門。
The designated countries or regions include New Zealand, Australia, Fiji, French Polynesia, Hawaii, Guam, Jamaica, Iceland, Britain, Ireland, Liechtenstein, Cyprus, Portugal, Sweden, Switzerland, Japan, Singapore, Hong Kong, Macao, China.
無(wú)需隔離檢疫的寵物可通過(guò)任何口岸入境。需要隔離檢疫的寵物僅在具備隔離檢疫條件的口岸允許攜帶入境。需要隔離檢疫的寵物從不具備隔離檢疫條件的非指定口岸攜帶入境的寵物，作限期退回或銷毀處理。
Pets without quarantine can enter through any port. Pets that need to be quarantined are only allowed to enter the country at ports with quarantine conditions. Pets that need quarantine shall be returned or destroyed within a time limit if they are brought into China from non designated ports without quarantine conditions.
對(duì)于無(wú)法提供官方檢疫證書或疫苗接種證書的寵物，作限期退回或銷毀處理。
Pets unable to provide official quarantine certificate or vaccination certificate shall be returned or destroyed within a time limit.
對(duì)于僅未植入芯片的寵物，作隔離檢疫30天處理。
For pets without chips, they should be quarantined for 30 days.
寵物植入的芯片須符合國(guó)際標(biāo)準(zhǔn)ISO 11784和11785。15位微芯片代碼只包含數(shù)字，并確?？杀蛔x寫器讀取。
Chips implanted in pets shall comply with international standards ISO 11784 and 11785. The 15 bit microchip code contains only numbers and is readable by the reader.
如芯片不符合上述標(biāo)準(zhǔn)，應(yīng)自備可以讀取所植入芯片的讀寫器。
If the chip does not meet the above standards, a reader / writer that can read the embedded chip shall be provided.
寵物隨附的官方檢疫證書須包括以下內(nèi)容：
1.寵物資料（包括品種、學(xué)名、性別、毛色、出生日期或年齡）；
2.植入芯片的編號(hào)、日期和植入部位；
3.動(dòng)物衛(wèi)生臨床檢查結(jié)果與日期。
以上內(nèi)容涂改將導(dǎo)致證書無(wú)效。
如果證書存在任何缺陷，寵物將做退回或銷毀處理。
The official quarantine certificate attached to a pet must include the following:
1. Pet information (including breed, scientific name, gender, hair color, date of birth or age);
2. Serial number, date and implantation site of implanted chip;
3. Results and date of clinical examination of animal health.
Any alteration of the above will invalidate the certificate.
If there is any defect in the certificate, the pet will be returned or destroyed.
現(xiàn)場(chǎng)臨床檢查發(fā)現(xiàn)動(dòng)物傳染病、寄生蟲病癥狀的寵物應(yīng)進(jìn)行隔離檢疫。
Pets with symptoms of animal infectious diseases and parasitic diseases found in on-site clinical examination shall be quarantined.
（二）來(lái)自非指定國(guó)家或者地區(qū)的寵物，具有有效電子芯片，提供采信實(shí)驗(yàn)室出具的狂犬病抗體檢測(cè)報(bào)告（抗體滴度或免疫抗體量須在0.5IU/ml以上）并經(jīng)現(xiàn)場(chǎng)檢疫合格的；
(2) pets from non designated countries or regions, with effective electronic chips, providing rabies antibody test reports (antibody titer or immune antibody quantity must be more than 0.5iu / ml) issued by credit laboratories and passing on-site quarantine;

Pets from non designated countries and regions shall be provided with official quarantine certificate, vaccination certificate, rabies antibody test report (antibody titer or immune antibody quantity must be more than 0.5iu / ml) issued by the laboratory that accepts the test results from the Chinese customs, and embedded with chips, and shall be released after passing the on-site quarantine.

- 對(duì)于無(wú)法提供官方檢疫證書或疫苗接種證書的寵物，作退回或銷毀處理。對(duì)于出現(xiàn)無(wú)法提供中國(guó)海關(guān)采信檢測(cè)結(jié)果實(shí)驗(yàn)室出具的狂犬病抗體檢測(cè)報(bào)告或未植入芯片情況中的一種或兩種（包括無(wú)法提供或提供材料不合格）的寵物，作隔離檢疫30天處理。

Pets unable to provide official quarantine certificate or vaccination certificate shall be returned or destroyed. In the case of one or two pets (including those unable to provide or substandard materials) in which the rabies antibody test report issued by China customs acceptance test results laboratory or chips are not implanted, they shall be quarantined for 30 days.
- 寵物植入的芯片須符合國(guó)際標(biāo)準(zhǔn)ISO 11784和11785。15位微芯片代碼只包含數(shù)字，并確?？杀蛔x寫器讀取。如芯片不符合上述標(biāo)準(zhǔn)，應(yīng)自備可以讀取所植入芯片的讀寫器。

- 狂犬病抗體滴度檢測(cè)的采血日期應(yīng)不早于第2次狂犬病疫苗接種（可同一天或晚于）。狂犬病抗體滴度檢測(cè)的有效期為自采血日起一年內(nèi)（注：寵物接受狂犬病疫苗接種后，在有效期內(nèi)再次接種疫苗的，則狂犬病抗體滴度檢測(cè)的結(jié)果持續(xù)有效）。

The blood collection date of rabies antibody titer test should be no earlier than the second rabies vaccination (the same day or later). The validity period of rabies antibody titer test is within one year from the date of blood collection (Note: if a pet receives rabies vaccine and is vaccinated again within the validity period, the rabies antibody titer test result will remain valid).

Pets shall be subject to the clinical inspection of animal health conducted by the official agencies of the exporting countries or regions within 14 days before arrival to ensure that they are not infected with the related animal infectious diseases and parasitic diseases including rabies listed in the list of Entry Animal Quarantine diseases of the people's Republic of China.
- 寵物隨附的官方檢疫證書必須包括以下內(nèi)容：

The official quarantine certificate attached to the pet must include the following:
1.寵物資料（包括出生日期或年齡）；
1. Pet information (including date of birth or age);
2.植入芯片的編號(hào)、日期和植入部位；
2. Serial number, date and implantation site of implanted chip;
3.狂犬病疫苗接種時(shí)間和有效期，疫苗的種類（非活性疫苗或者重組型疫苗）、疫苗的品名、制造公司名；
3. Vaccination time and validity period of rabies vaccine, vaccine type (inactive vaccine or recombinant vaccine), product name and manufacturer name;
4.狂犬病抗體滴度檢測(cè)采血年月日、檢測(cè)機(jī)構(gòu)名、抗體滴度結(jié)果；

5.動(dòng)物衛(wèi)生臨床檢查結(jié)果與日期。

中國(guó)海關(guān)對(duì)攜帶入境、來(lái)自非指定國(guó)家或地區(qū)寵物的現(xiàn)場(chǎng)檢疫內(nèi)容主要包括核驗(yàn)官方檢疫證書、疫苗接種證書、狂犬病抗體滴度檢測(cè)結(jié)果、芯片和現(xiàn)場(chǎng)臨床檢查。

The on-site quarantine of pets brought into China and from non designated countries or regions mainly includes the official quarantine certificate, vaccination certificate, rabies antibody titer test results, chip and on-site clinical inspection.

（三）攜帶寵物屬于導(dǎo)盲犬、導(dǎo)聽(tīng)犬、搜救犬的，具有有效電子芯片，攜帶人提供相應(yīng)使用者證明和專業(yè)訓(xùn)練證明并經(jīng)現(xiàn)場(chǎng)檢疫合格的。
指定國(guó)家或地區(qū)名單、采信狂犬病抗體檢測(cè)結(jié)果的實(shí)驗(yàn)室名單、建設(shè)有隔離檢疫設(shè)施的口岸名單以海關(guān)總署公布為準(zhǔn)。
(3) Those who carry pets belonging to guide dogs, guide dogs and search and rescue dogs, have effective electronic chips, and the carriers provide corresponding user certificates and professional training certificates and pass the on-site quarantine.
The list of designated countries or regions, the list of laboratories that accept rabies antibody test results, and the list of ports with isolation and quarantine facilities shall be subject to the announcement of the General Administration of customs.
三、攜帶寵物入境有下列情況之一的，海關(guān)按照有關(guān)規(guī)定予以限期退回或者銷毀處理：
（一）攜帶寵物超過(guò)限額的；
（二）攜帶人不能向海關(guān)提供輸出國(guó)家或者地區(qū)官方動(dòng)物檢疫機(jī)構(gòu)出具的有效檢疫證書或狂犬病疫苗接種證書的；
（三）攜帶需隔離檢疫的寵物，從不具有隔離檢疫設(shè)施條件的口岸入境的；
（四）寵物經(jīng)隔離檢疫不合格的。
對(duì)僅不能提供疫苗接種證書的導(dǎo)盲犬、導(dǎo)聽(tīng)犬、搜救犬，經(jīng)攜帶人申請(qǐng)，可以在有資質(zhì)的機(jī)構(gòu)對(duì)其接種狂犬病疫苗。
作限期退回處理的寵物，攜帶人應(yīng)當(dāng)在規(guī)定的期限內(nèi)持海關(guān)簽發(fā)的截留憑證，領(lǐng)取并攜帶寵物出境；逾期不領(lǐng)取的，作自動(dòng)放棄處理。
3. In case of any of the following circumstances in the entry of pets, the customs shall return or destroy the pets within a time limit in accordance with the relevant provisions:
(1) carrying pets in excess of the quota;
(2) the carrier is unable to provide the customs with a valid quarantine certificate or rabies vaccination certificate issued by the official animal quarantine organ of the exporting country or region;
(3) bringing pets that need to be quarantined and entering the country from a port that does not have the conditions for quarantine facilities;
(4) pets fail to pass quarantine.
For guide dogs, guide dogs and search and rescue dogs that can only provide vaccination certificates, they can be vaccinated with rabies vaccine in a qualified institution upon the application of the carrier.
If a pet is returned within a time limit, the carrier shall, within the prescribed time limit, collect and take the pet out of the country with the retention certificate issued by the customs; if the pet is not collected within the time limit, it shall be automatically abandoned.
攜帶入境寵物的隔離檢疫要求
（一）隔離檢疫期間，寵物原則不允許被帶出隔離場(chǎng)所。
（二）隔離檢疫期間，如寵物出現(xiàn)異常健康狀況，海關(guān)應(yīng)及時(shí)通知攜帶人。經(jīng)攜帶人申請(qǐng)，海關(guān)可以允許寵物診療機(jī)構(gòu)進(jìn)入指定隔離場(chǎng)所的指定區(qū)域診療；相應(yīng)診療項(xiàng)目無(wú)法在指定隔離場(chǎng)所內(nèi)完成的，寵物在滿足診療條件和海關(guān)監(jiān)管要求的機(jī)構(gòu)實(shí)施診療，海關(guān)對(duì)診療過(guò)程實(shí)施監(jiān)督。
Quarantine requirements for entry pets
(1) during the period of quarantine, pets are not allowed to be taken out of the quarantine place in principle.
(2) during the period of quarantine, if the pet has abnormal health, the customs shall inform the carrier in time. Upon the application of the carrier, the customs may allow the pet diagnosis and treatment institutions to enter the designated area of the designated isolation place for diagnosis and treatment; if the corresponding diagnosis and treatment items cannot be completed in the designated isolation place, the pets shall carry out diagnosis and treatment in the institutions that meet the diagnosis and treatment conditions and customs supervision requirements, and the customs shall supervise the diagnosis and treatment process.
其他說(shuō)明事項(xiàng)
（一）攜帶導(dǎo)盲犬、導(dǎo)聽(tīng)犬、搜救犬入境的，具備有效官方檢疫證書、疫苗接種證書、電子芯片、相應(yīng)專業(yè)訓(xùn)練證明的，經(jīng)現(xiàn)場(chǎng)檢疫合格，可以免予隔離檢疫。
（二）年老體弱、處于妊娠或哺乳期以及有既往病癥的寵物可能不適于運(yùn)輸或隔離檢疫，攜帶者應(yīng)在咨詢本地獸醫(yī)確保其承受能力后，攜帶入境并承擔(dān)相應(yīng)責(zé)任。
Other notes
(1) those who enter the country with guide dogs, guide dogs and search and rescue dogs, who have valid official quarantine certificates, vaccination certificates, electronic chips and corresponding professional training certificates, can be exempted from quarantine if they pass the on-site quarantine.
(2) pets with old age, infirm body, pregnancy or lactation, and previous diseases may not be suitable for transportation or quarantine. The carriers shall take them into the country and bear corresponding responsibilities after consulting local veterinarians to ensure their bearing capacity.
